Planning Principles

Combined, these principles emerge from public consultation and deliberation that suggests a community strongly grounded in the ethic of sustainable development. The remainder of this plan adopts these principles in greater depth and detail. It is important therefore to return to these principles whenever there is doubt about the intent or implementation of the plan.

PRINCIPLE 1: Each community is complete
This neighbourhood should include a vibrant mix of uses for working, living, playing, shopping and learning. This should be in proportion to the area and location and in harmony with adjacent future development. In particular, the mix of land uses should support and compliment the role of Downtown as the cultural and spiritual heart of the community.

PRINCIPLE 2: Options to the car are emphasized
The public street and pathway rights-of-way must be designed to accommodate all modes of transport and circulation, be accessible at all times and serve public space.

PRINCIPLE 3: Work in harmony with natural systems
Using low impact systems for all environmental aspects including storm water management, shoreline stabilization and flood control as well as repairing or re-establishing viable ecosystems as part of land development.

PRINCIPLE 4: Buildings and infrastructure are greener, smarter and cheaper
Adopting and fulfilling green building standards for all architecture and infrastructure development using triple bottom line criteria.

PRINCIPLE 5: Housing meets the needs of the whole community
Allowing for a range of housing sizes and types within the development and anticipating an amount of sub-rental units, as well as contributing municipal development charges to directed funding of affordable housing initiatives within the community.

PRINCIPLE 6: Good jobs are close to home
Incorporating into the proposed zoning allowable land use regulation that permits institutional, commercial, marine and light-industrial, office, transient accommodation, retail, personal service and all other appropriate potential urban employment-enabling uses within the project.

PRINCIPLE 7: The sprit of each community is honoured
An urban design that reflects the setting, social, political, cultural, historical contexts as well as the anticipated image and identity of the citizens of Squamish will be a fundamental goal.

PRINCIPLE 8: Everyone has a voice
The best urban design processes flow from meaningful participation from the local community. Building upon the excellent work already completed by the District through the Smart Growth on the Ground process, Ocean's Gateway has, and will continue, to involve the public and stakeholders in meaningful dialogue about the plan.
